Need help with probate in North Carolina?

Approximately 2:30 pm on 6 April, I arrived to file paperwork for a small claim. The phone says the hours are 1 - 5 pm. The deputy at the door would not let me in. He referred me to a sign and said to mail in my filing. I have called the number on the sign more than 5 times and not reached a single person. I still need help, yet there is no one willing. Recommended solution: Privatize your customer service department.
I honestly want to know why I’ve tried to call to pay a ticket literally 5-6 times today, all different times, and no one has answered? This is honestly ridiculous I live out of state and was told I have a suspended license so I’m trying to pay my fine and no one is simply answering the phone.
Been trying to get a hold of the court office for more than 2 month now till this moment NO ANSWER !!!
